On April 1, 2026, a room at Jamaica House in Kingston filled with the kind of crowd that does not usually share a stage: government ministers, UNESCO's Director-General, a European Union delegation, university researchers, tech founders, and a contingent of young people pulled in specifically because they will be the ones living with whatever policy comes out of this. They were there to launch something with an unglamorous name and an unusually consequential job: Jamaica's completed AI Readiness Assessment Methodology report, known inside government circles simply as the RAM.
Jamaica is now among the first countries in the Caribbean to finish this exact process, a UNESCO-designed diagnostic that scores a nation's actual capacity to govern artificial intelligence rather than its stated ambitions about it. The headline framing from officials was optimistic, and fair enough, finishing first in the region is a real thing to point to. But read past the ribbon-cutting language and the report itself is blunter than the press conference. It hands Jamaica a legitimate head start on paper, then attaches two numbers that describe a country with almost no domestic research engine to run that head start on.
What the RAM Actually Measures
The Readiness Assessment Methodology is not a survey of public opinion or a marketing exercise. It is a structured diagnostic UNESCO built to score a government's preparedness across five dimensions: legal and regulatory, technological and infrastructural, economic, social and cultural, and scientific and educational. Each dimension gets its own evidence base, drawn from existing legislation, institutional structures, workforce data, and research output, then stress-tested against interviews and workshops with the people actually running the systems in question.
For Jamaica, that meant nearly 200 people across government, academia, the private sector, civil society, and youth organisations sat through consultations over several months before the report went to print. The process was supported by the European Union, through the EU Delegation to Jamaica, and coordinated on the technical side by Christopher Reckord, chairman of Jamaica's National AI Task Force. "The RAM tells us where we are strong, where we are exposed, and where we must act on skills," Reckord said at the launch, a line that doubles as a fair summary of what the report actually delivers: not a verdict, but a map.
The Report Card's Rough Marks
Start with the number that should worry anyone running a Jamaican business on the assumption that useful AI research is happening somewhere nearby. The RAM found that Jamaica spends only about 0.06% of GDP on research and innovation, a figure so low it barely registers next to countries UNESCO considers meaningfully AI-ready. Attached to that is a second figure that makes the first one make sense: Jamaica produced just 13 AI-related academic publications between 2019 and 2024. Across five years, across every university, research institute, and government lab on the island, that is the entire visible record of formal AI research output.
Those two numbers explain most of the report's other findings. Jamaica does not yet have a standalone AI law, and the institutional structures needed to actually govern AI, rather than simply discuss it, are still in early form. The report recommends establishing a National AI Oversight and Implementation Council, a body that does not currently exist, to give the eventual policy something with teeth to enforce it. It also flags a gender gap in STEM participation and limited AI literacy outside a fairly narrow band of universities, tech companies, and government units already paying attention. None of this is presented as a scandal. It reads more like a doctor's note: manageable, but only if somebody actually treats it.
What Jamaica Already Has Going For It
The report is not a teardown, and it would be dishonest to write it as one. Jamaica walks into this with a legal foundation that many countries attempting the same assessment do not have: a working Data Protection Act and a Cybercrimes Act that give any future AI law something to build on instead of starting from a blank page. Electricity access sits at 97.7% nationwide, a boring statistic that matters enormously the moment you try to run cloud infrastructure or even reliable internet access into rural parishes. The population is young and digitally engaged, and the technology sector, however small its research output, is genuinely growing.
None of that is new. Jamaica's National AI Task Force was formed back in 2023 and delivered its first policy recommendations in February 2025, more than a year before this RAM report landed. What the UNESCO assessment adds is an external, methodologically consistent check on whether that early work actually holds up, rather than a government simply grading its own homework.

The People in the Room
Dr. Andrew Wheatley, the minister without portfolio in the Office of the Prime Minister with responsibility for Science, Technology and Special Projects, led the government side of the launch, and he was not shy about claiming the regional first. "Jamaica chose not to wait and see," he told the room. "We chose to lead." UNESCO's Director-General, Khaled El-Enany, and Eric Falt, UNESCO's Regional Director and Representative for the Caribbean, made the trip to Kingston for the launch rather than sending a statement, which is its own small signal of how seriously UNESCO is treating Jamaica's participation in the RAM programme. Aniceto Rodriguez Ruiz, representing the EU Delegation to Jamaica, confirmed the European Union's continued backing for the next phase of the work.
It is worth being precise about what "leading" means here, because the phrase can slide into something it is not. Jamaica has not built the most advanced AI economy in the Caribbean. It has completed, ahead of most regional peers, an honest diagnostic of how far it actually has to go. Those are different achievements, and the government's own report is clear-eyed enough to treat them that way.
The RAM report translates five dimensions of national AI readiness into evidence a Cabinet can actually act on, not just a set of talking points for a launch event.
From Report to Policy
The RAM report is a diagnostic, not a law, and Jamaica's own timeline shows how much distance usually sits between the two. The National AI Task Force's policy recommendations, published in February 2025, are now being folded together with the RAM findings into a full National AI Policy. That policy is being anchored to the Vision 2030 Jamaica national development plan and built around UNESCO's 2021 Recommendation on the Ethics of Artificial Intelligence, the same ethical framework nearly 200 countries have formally adopted. It is currently moving through Jamaica's Cabinet approval process, with officials declining to commit to a firm publication date.
The proposed National AI Oversight and Implementation Council is the piece worth watching most closely, because a policy document without an enforcement body is a set of good intentions on letterhead. If that council gets funded, staffed, and given real authority over how agencies and businesses handle AI, Jamaica moves from having completed a readiness assessment to having something that resembles actual governance. If it does not, the RAM report risks becoming exactly the kind of well-produced document that earns a press conference and then sits in a drawer.
Where the Private Sector Actually Fits
A government report can diagnose a research gap. It cannot, on its own, close one. Thirteen papers across an entire national research base is not a research culture. It is a gap, and gaps in AI research get filled by whoever shows up to do the work, government lab or private firm.

Jamaica's proposed National AI Oversight and Implementation Council does not exist yet, and building AI governance capacity from scratch is exactly the kind of work regional bodies like the Caribbean AI Association and the Caribbean AI Risk Management Council have spent years preparing frameworks for, well ahead of any single government needing to stand up its own oversight body from nothing. Neither replaces a Cabinet-approved policy, but both give Jamaica's eventual council a running start instead of a blank page.
Then there is the STEM and gender gap the report flagged directly. A council can set policy. It cannot, by itself, produce the next generation of Jamaican AI researchers who might push that 13-publication figure somewhere respectable.
The Real Test Is Not This Report
Jamaica finishing a UNESCO AI Readiness Assessment ahead of most Caribbean neighbours is a genuine, checkable fact, and it is fair for Dr. Wheatley to say so from a podium. But a readiness assessment measures readiness, not achievement. The report itself hands Jamaica a legitimate legal foundation and a young, connected population, and then, in the same breath, points out that the country's entire five-year AI research output would not fill a single university department's annual publication list elsewhere in the world.
That gap between institutional intent and research capacity is the actual story here, more than the ribbon-cutting at Jamaica House. A National AI Policy anchored to Vision 2030 will mean very little if the National AI Oversight and Implementation Council it proposes never gets built, or if research investment stays parked at 0.06% of GDP five years from now. Jamaica did the hard, unglamorous work of finding out exactly where it stands. What happens between now and the next assessment is the part nobody can grade in advance.
