Kingston and St Andrew, Jamaica. On July 7 and 8, 2026, the first cohort of UTech's Associate Degree in Artificial Intelligence reported for orientation at the National AI Lab on the university's Papine campus.
A little over a year ago, the phrase "National AI Lab" existed in Jamaica only as a line item in a memorandum of understanding. On July 7 and 8, 2026, it became a room full of people. One hundred students walked into the University of Technology's Papine campus for a two-day orientation, the formal start of the country's first Associate Degree in Artificial Intelligence, a credential that did not exist twelve months earlier and that no Jamaican university had offered before.
The programme is a joint production of UTech, the Amber Group, and the HEART/NSTA Trust, and it is worth being precise about what actually happened on those two days, because the gap between a partnership announcement and a functioning classroom is exactly where most public-private education initiatives quietly stall. This one did not stall. It reached its first cohort, on schedule, with a curriculum, a campus, and a class of a hundred people sitting in seats.
What Actually Launched
The orientation gave the incoming class what UTech described as a full academic and operational roadmap: the vision and goals of the programme, the enrolment process, and introductions to the faculty who will teach them over the next twelve months. Classes run Monday to Friday, 8:00 am to 4:00 pm, primarily at the National AI Lab on UTech's Papine campus in St Andrew, with some components delivered at the HEART/NSTA Trust's Stony Hill campus.
Sharon Leslie, Dean's Assistant in UTech's Faculty of Engineering and Computing, told the incoming students the programme is built to give them "technical competence to move forward into the industry," pointing to internship opportunities attached to the credential rather than a purely academic exercise. Floyd Garrett, Head of Execution and Strategy at the Amber Group, framed it from the employer's side: "Participants will have the opportunity to combine hands-on, industry-relevant experience with an academic credential that carries real value in today's marketplace." Dr. Nicole Berry, Director Principal at the HEART/NSTA Trust, was more direct about the stakes: "What you are joining today is not just a training programme. It is a cornerstone of Jamaica's AI revolution."
One Year From MOU to Classroom
The National AI Lab did not appear overnight, and the timeline behind it is a useful measure of how fast Jamaican institutions can actually move when they choose to. The founding memorandum of understanding was signed on June 6, 2025, at the AC Hotel by Marriott in Kingston, bringing together UTech president Dr. Kevin Brown, HEART/NSTA Trust managing director Dr. Taneisha Ingleton, and Amber Group founder and CEO Ambassador Dushyant Savadia, who also serves as a Special Investment Envoy. Education Minister Senator Dr. Dana Morris Dixon and Minister for Digital Transformation Senator Ambassador Audrey Marks represented government at the signing, alongside Christopher Reckord, chairman of Jamaica's National AI Task Force, and Ashish Pandya, CEO of ScoreExl AI.
At the time, the partners set a target of opening the physical lab by September 1, 2025. Ambassador Marks framed the stakes in market terms: "With the global AI market expected to reach nearly $3.6 trillion by 2034, Jamaica must position itself as a serious contender." Dr. Morris Dixon called the initiative one of the "foundational pillars of a new era in education," pitched explicitly as a way to widen access regardless of income or geography.
By October 17, 2025, when the Amber Group marked its tenth anniversary at the same Kingston hotel, the lab was already running an initial cohort of roughly 50 students in AI engineering training, ahead of the accredited degree that would follow. Prime Minister Andrew Holness, who had earlier flagged the lab in his 2025-26 budget presentation as part of a national AI workforce-readiness strategy, called it "an important part of our growth strategy." Nine months after that anniversary event, the informal training pipeline became a formal, credentialed academic programme with double the enrolment.
The curriculum runs from Python fundamentals through large language models and deployment, taught as industry-led projects rather than lecture-only theory.
What the Curriculum Actually Covers
The one-year programme is built around machine learning, deep learning, Python programming, and data science as its foundation, then moves into large language models, AI application deployment, data analysis and visualisation, and responsible AI practices. UTech has described the teaching method as industry-led projects rather than classroom theory in isolation, which matters for a programme whose main private-sector partner is also its most likely early employer.
That structure is deliberate. A one-year associate credential cannot replicate a four-year computer science degree, and nobody involved has claimed it does. What it can do, if the plan holds, is produce graduates who can walk directly into applied AI work: building and evaluating models, cleaning and visualising data, and deploying systems responsibly, rather than graduates who understand AI in the abstract but have never shipped anything. Whether that trade-off pays off depends entirely on execution over the next twelve months, not on the orientation slides.
The Amber Group's Larger Bet
The National AI Lab is only one piece of what the Amber Group is building. The company is separately developing a Jamaica-specific large language model, a project intended to give the country a measure of data sovereignty over its own AI systems and, eventually, a product Amber can license to global AI firms rather than only consume services built elsewhere. In October 2025 the company also announced a new subsidiary, Amber Robotics, with plans to introduce service robots for cleaning, sweeping, and food delivery into Jamaican homes and businesses starting in 2026, ahead of a planned expansion into South Africa, India, and Dubai.
Read together, the degree programme looks less like a standalone education initiative and more like the workforce layer of a broader commercial strategy: build the model, build the robots, and build the people who can operate, maintain, and eventually export that expertise. Ambassador Savadia's stated goal is for training AI and robotics engineers to become a genuine Jamaican export skill by 2026. A hundred students starting an associate degree is the first measurable step toward testing whether that ambition is realistic or aspirational.

Why This Matters Next to the UNESCO Report Card
This launch lands just three months after Jamaica completed its UNESCO AI Readiness Assessment, released on April 1, 2026, which found the country spends only about 0.06% of GDP on research and innovation and produced just 13 AI-related academic publications between 2019 and 2024. That report was blunt about the gap between Jamaica's legal and institutional ambitions and its actual research base.
The National AI Lab does not fix a research-publication problem, and it was never designed to. What it does is attack the workforce side of the same underlying gap: a country cannot build a research culture, an AI industry, or a functioning regulatory body if it has no pipeline of people trained to do the technical work in the first place. A hundred students learning to build and deploy machine learning systems will not, by themselves, move Jamaica's publication count. But some fraction of them are the researchers, engineers, and policy technologists the next UNESCO assessment will actually be measuring.
Where the Private Sector and Regional Bodies Fit
A single university-industry partnership, however well resourced, cannot carry Jamaica's entire AI workforce transition. Regional bodies that have spent years building frameworks for exactly this kind of scaling problem have a role to play alongside UTech's programme. The Caribbean AI Association has been documenting workforce and skills gaps across the region well before this specific lab opened its doors, and its regional perspective is useful for judging whether Jamaica's model is one other Caribbean states should copy or adapt. On the governance side, as this programme scales and eventually feeds graduates into industry and government roles, the kind of applied risk and oversight frameworks the Caribbean AI Risk Management Council has been building become directly relevant, since a workforce trained to deploy AI systems needs institutions equally prepared to govern how those systems get used.
None of that diminishes what UTech, the Amber Group, and the HEART/NSTA Trust have actually delivered here. Standing up a fully credentialed degree programme, with a physical lab, a curriculum, and a hundred enrolled students, inside thirteen months of signing an MOU, is a genuinely fast execution timeline for Jamaican public-private education infrastructure. The open question is what happens in the thirteen months after this one.
What Still Has to Be Proven
An orientation is not an outcome. The first cohort is not due to graduate until roughly mid-2027, which means none of the claims made at the July orientation, about internship access, industry-relevant skills, or credentials that "carry real value in today's marketplace," can be checked against actual placement data yet. A one-year associate degree is also a different animal from the bachelor's and postgraduate research pipelines that typically produce the kind of publication output the UNESCO report found lacking. Building a workforce and building a research base are related problems, but they are not the same problem, and conflating the two risks overselling what this specific programme can deliver.
There is also the question of what happens to the roughly 50 students who were reportedly already training informally at the lab as of October 2025, ahead of the formal degree launch. Whether they were folded into this first accredited cohort, offered a separate track, or left in an earlier, less formal arrangement is not yet public information, and it is worth someone asking directly.
What is not in question is the direction of travel. A year ago, Jamaica had a signed intention to build an AI lab. Today it has a hundred students showing up five days a week to a real building with a real curriculum. That is a meaningfully different thing, and it is the kind of dated, checkable progress that a lot of AI policy talk in the Caribbean does not usually produce this quickly.
